Police have charged a 19-year-old youth with the attempted double murder of two senior citizens, one of whom was the assailant's grandfather, in Postřelmov in eastern Czechia. Both men were attacked with a military knife on Wednesday and suffered serious injuries. The older of the two men, the perpetrator's 72-year-old grandfather, is in a critical condition and is being kept in a medically-induced coma in the intensive care unit at Olomouc University Hospital. The younger of the two victims was the elder's 65-year-old neighbour, who visited him regularly, the Czech News Agency reports.

According to criminal investigators, the act was premeditated, as the young man bought the military knife used in the crime for this purpose and wrote detailed notes about the attack in advance. Police are still searching for a motive, but according to police statements, mental illness may have had a role to play. The man has no prior convictions and was not under the influence of alcohol or drugs.

Czech Interior Minister Vít Rakušan has urged the Western Balkan states to harmonise their visa policies with the EU. Speaking at a ministerial forum in Tirana on Thursday, Mr Rakušan said the measure would reduce the number of migrants heading for the EU along the Balkans route.

The Czech interior minister said that such a move was a prerequisite to cancelling checks on the EU's internal borders, such as those currently in place on the Czech-Slovak border.

A growing number of migrants have been using the Western Balkan states, which have visa-friendly policies, as a gateway to enter the EU.

The Foreign Affairs Committee of the Czech lower house described the current Russian regime as terrorist. In a resolution passed on Thursday, the committee condemned the large-scale attacks on Ukrainian civilians and key infrastructure and refused to recognise the referendums on annexation of the four Ukrainian regions to Russia.

The Committee also supported the efforts of Foreign Minister Jan Lipavský to establish a special tribunal to prosecute war crimes committed in Ukraine, as well as an investigation by the International Criminal Court that would lead to the prosecution of war crimes and crimes against humanity.

President Miloš Zeman vetoed an amendment to this year’s budget on Thursday, arguing that the revenues are lower than they could have been had an amendment to the Income Tax Act been adopted first.

Mr. Zeman justified his decision in a letter sent to the speaker of the lower house, Marketa Pekarova Adamová. The amendment will now return to the lower house for a fresh vote.

In 2020, the lower house approved a proposal by the then Babiš government to abolish the so-called “super gross wage” as the base for calculating employee income tax.

The prime minister promised Zeman that the law, which saw the income tax cut from 20 to 15 percent for low and medium income groups, would be amended after two years.

The lower house approved an increase in the deficit of this year's state budget in October from CZK 280 billion to CZK 375 billion.

Czechia plans to close its embassy in Mali and its consulate general in China’s Chengdu, the Foreign Ministry’s state secretary Radek Rubeš said at a meeting of the parliamentary foreign affairs committee on Thursday.

According to Mr Rubeš, the operation of the offices doesn’t make sense strategically, security-wise or economically. On the contrary, Czech diplomacy is considering setting up a consulate general in Mumbai.

The establishment of the embassy in Mali was related to Czech Army’s participation in the EUTM mission in the African state, which is due to end at the end of this year.
