    The Ministry of Foreign Affairs has called on Czech citizens to leave Russia due to the deteriorating security situation in the country for citizens of EU and NATO member states. In an announcement on its website, the ministry appealed to its citizens living in Russia to leave, and if they decide to stay in the country, to register in the Drozd travel system, exercise maximum caution, follow reliable media sources, and have an exit plan ready for leaving in the event of an emergency. The ministry has also advised Czech citizens against travelling to Russia.

    Gas consumption in the Czech Republic has fallen by 18 percent year-on-year so far in 2022, industry and trade minister Jozef Síkela told the Czech News Agency on Monday. Consumption is now at its lowest since 2016. Therefore, Mr. Síkela said, even without Russian gas, it will be possible to cover daily consumption and to continue to fill storage tanks, which are already more than 89 percent full. He emphasised that energy savings have a significant impact on handling the crisis, as despite the second half of September being the coldest since 2018, gas consumption in Czechia fell by 28 percent year-on-year that month after adjusting for the weather.

    The ministry of industry and trade, which Mr. Síkela heads, has also introduced energy savings, the Czech News Agency reports. For example, the room temperature in the ministry's buildings is kept between 19 and 21 degrees, and toilets, storage rooms, and corridors are not being heated at all. According to Mr. Síkela's deputy, Petr Třešňák, the ministry has managed to save a fifth on its gas consumption using these measures.

    River flows in three Czech regions have been below average every month for the past year, meteorologists from the Brno branch of the Czech Hydrometeorological Institute have calculated. In August, river flows in the South Moravian region as well as parts of the Zlín and Vysočina regions were at 72 percent of the average monthly flow, making it the twelfth month in a row that river flows were below the long-term monthly average.

    The rivers were measured by experts at 71 measuring stations at 39 rivers in the three regions that are under the jurisdiction of the Brno branch of the institute.

    Czech foreign minister Jan Lipavský and Slovak foreign minister Rastislav Káčer said after a meeting in Prague on Monday that a solution to the problem of illegal migration must be found at the level of the European Union, and that checks at the border between their two countries are not the answer. The Czech Republic introduced controls on its border with Slovakia on Thursday due to vastly increased numbers of migrants travelling through the country recently. Mr. Káčer said that European countries which are popular migrant destinations, as well as countries that are on the outer border of the Schengen area, need to be part of the solution.

    As well as illegal migration, the pair also discussed mutual relations, the situation in Ukraine, and energy security.

    The human rights of patients have been violated at Czech psychiatric hospitals in recent years, iRozhlas.cz reported on Monday. The news site said that placing restrictions on patients was used as a form of punishment, staff were guilty of rough treatment and patients were kept for excessively long periods in isolation.

    iRozhlas.cz said it was citing Ministry of Health reports stemming from inspections of 17 psychiatric hospitals in 2018.

    The news site recently reported on the case of a patient being bound to a bed for 12 years.

    The directors of two hospitals said that they were keen to improve the situation but were hamstrung by capacity and staffing issues.

    Opposition leader Andrej Babiš says the performance of his ANO in the second round of Senate elections – which concluded on Saturday – was not a success, but says the party can take some positives from the results. In an interview for Mladá fronta Dnes, Mr. Babiš said ANO would likely have its own group in the Senate for the first time and had come very close in several constituencies.

    He said turnout of less than 20 percent in the second round showed what people thought of the institution.

    Mr. Babiš also said that ANO had been the winners of the previous weekend’s local elections by some distance.

    The Czech tennis player Barbora Krejčíková has won her first singles title of the season in Tallinn. Krejčíková, who was seeded seventh, overcame Estonian player Anett Kontaveit 6-2 6-3 in the inaugural Tallinn Open on Sunday. It was the fourth singles title in total for Krejčíková, who was previously known as a doubles specialist and was world doubles number one.

    The Czech government plans to tax the extraordinary profits of energy producers by 40 to 60 percent, the minister of transport, Martin Kupka, said on CNN Prima News on Sunday. Mr. Kupka said the specific amount would be decided at an upcoming meeting. Such a move could bring up to CZK 100 billion into the state coffers, he said.

    Mr. Kupka said the government was taking measures to help citizens cope with high energy costs, including a price cap. He said housing allowances were also available to households for which the introduction of maximum prices would not suffice.

    Czechia’s Miloš Zeman and eight other presidents from Central and Eastern Europe have issued a joint declaration rejecting Russia’s annexation of territory in Ukraine and calling on NATO members to substantially increase military aid to Ukraine.

    The statement, which was published on Sunday by Slovakia’s president, Zuzana Čaputová, says that the heads of state do not recognise and will never recognise Russia’s attempts to annex Ukrainian territory. It says Russia should immediately withdraw from all occupied territories.
