    A new outbreak of bird flu was detected at a small breeding farm in the village of Rovečné in east of the country on Friday. It is already the seventh outbreak of the highly pathogenic H5N1 strain in the country since the start of the month.

    Emergency veterinary measures have been taken in all the affected regions and tens of thousands of birds have been culled. On Wednesday, the State Veterinary Administration has imposed a ban on outdoor poultry farming.

    The decree orders poultry farmers to move their poultry indoors. If this is not possible, they must confine the animals outside and minimize their contact with wild birds.

    EU leaders agreed on a new package of sanctions against Russia at a summit in Brussels on Thursday, the Czech Presidency of the EU Council confirmed on Twitter on Thursday evening. This ninth set of sanctions is intended, among other things, to limit investment in the Russian mining industry.

    Charles Michel, President of the European Council, thanked Czech Prime Minister Petr Fiala and his team at a press conference after the one-day summit, saying that the Czechs proved themselves to be very active and committed in the role and that they successfully maintained European unity.

    This was effectively Czechia's final major task at the helm of the rotating presidency, which will be taken over by Sweden from next year.

    The heavy overnight snowfall which continued into Friday morning has caused traffic james and delays in Czechia, particularly in the region of Moravia. Traffic ground to a halt on the D1 highway near Velká Bíteš early on Friday morning after a truck heading in the direction of Prague crashed, causing a several-kilometre-long traffic jam. The railway connection between Mosty u Jablunkova in the Moravian-Silesian Region of the Czech Republic and Čadca in Slovakia is not running because a tree fell on the track on the Slovak side and damaged the tracks. There are also transport and traffic problems in the Olomouc, South Moravia and Central Bohemia regions.

    The total fertility rate rose to 1.83 in Czechia last year, the highest since 1992. The Czech Statistical Office announced these findings at a press conference on Thursday.

    The fertility rate has been growing in the Czech Republic over the last decade, and last year, it had one of the highest in Europe. However, around the turn of the millennium, the country had one of the lowest in Europe, with the total fertility rate sinking to 1.13  in 1999.

    Despite the increase in fertility, the population of the Czech Republic is still only increasing thanks to the arrival of foreigners.

    The total fertility rate of a population is the average number of children that would be born to a woman over her lifetime if she were to live from birth until the end of her reproductive life and if she were to experience the exact current age-specific fertility rates throughout her reproductive life.

    Google has turned off the display of snippets from Czech news websites in its search results, Deník N reported on Thursday. The news site said that according to Google, this is in reaction to the copyright law amendment that the Czech parliament passed recently. The amendment means that tech giants such as Google, Twitter and Facebook have to obtain a licence from media outlets in order to be able to use their articles commercially.

    Ahead of the European Council summit on Thursday, Czech Prime Minister Petr Fiala met with the European Conservatives and Reformists (ECR) parliamentary group, which includes Polish Prime Minister Mateusz Morawiecki and new Italian Prime Minister Giorgia Meloni. Their discussion was focused on Russia's war in Ukraine and energy issues.

    Mr. Fiala, along with other EU leaders, arrived in Brussels on Thursday morning for the European Council meeting, where the issues on the agenda include Russia's war in Ukraine, energy and the economy, and security and defence.

    Presidential candidates Petr Pavel and Andrej Babiš both set off on Thursday morning on separate trips to Hungary. While Mr. Babiš went to the Hungarian-Serbian border to meet the Hungarian president and the Serbian prime minister, retired army general Pavel said via a Facebook video on his way to Hungary that the purpose of his trip is to show Hungarian Prime Minister Viktor Orbán's true face and to draw attention to the dangers of populism.

    Mr. Pavel met with opposition journalists, academics and representatives of the non-profit sector in Budapest. He described himself as a counterbalance to the political direction represented by Mr. Orbán and Mr. Babiš.

    Prague Castle's Deer Moat has opened to the public once again after being closed for several years due to construction work and security measures in place at the castle, which were introduced in 2016 in response to the threat of terrorist attacks.

    Originally, the opening of the Deer Moat had been slated for next spring, but on Thursday morning, the Office of the President announced that, starting immediately, the Deer Moat would be open every day from 10:00 a.m. until dusk.

    The area, which comprises the lower part of the natural ravine below Prague Castle, already opened once this year to visitors exceptionally during one weekend in mid-October.

    Responding to the shortage of drugs on the market, in particular flu medicine for children, the Health Ministry has arranged for an emergency delivery, part of which should arrive before Christmas. Czech news site Deník N reported that some varieties of Nurofen for children will be available as early as next week.

    Pharmacies have been short of medicines containing ibuprofen for weeks, with Nurofen syrup for children, antibiotics and eye drops unavailable or in short supply. Many parents with sick children are trying to buy them on the internet or are even going abroad for them. Health Minister Vlastimil Válek said the ministry was not to blame, pointing out that the shortage of drugs is a global problem.
