President Petr Pavel signed an amendment on Friday which will change the definition of rape in Czech law from forced to non-consensual sexual intercourse. The change will apply from January of next year. The bill also stipulates that sexual intercourse with a minor under 12 years of age must always be treated as rape or sexual assault, and never as the less serious crime of sexual abuse.
Sixteen European countries have changed their legal definitions of rape in recent years, with some countries such as Croatia, Spain and Greece changing it according to the principle of "yes means yes" (i.e. the absence of active consent is all this is needed to prove rape), while others, like Czechia, have changed it according to the "no means no" principle (i.e. physical or verbal coercion doesn't have to be proven and a lack of consent can be proven by means other than verbal). Some EU states, such as France and Austria, still have a legal definition of rape based on the use of violence or threats.

More railway tracks on the train route through Pardubice could reopen on Friday evening, a spokesperson for the Railway Administration's fire brigade said on Friday morning. Only one track has been operating at a limited speed since Thursday following Wednesday night's fatal accident, when an express passenger train crashed into a freight train at the newly built Pardubice-Centre station shortly before 11 pm, leaving four people dead and 27 injured.
The clean-up of the debris is continuing, with only one wagon - the most badly damaged of the passenger carriages - still waiting to be removed. If all goes according to plan, the authorities expect operation on the route to be extended to more tracks from around 6 pm onwards.

A team of Czech experts is drafting a comprehensive action plan intended to curb excessive drinking. The proposed measures will include restrictions on advertising, regulation of sales and prices, as well as strengthening prevention and professional services. National Drug Coordinator Jindřich Vobořil told reporters he plans to submit the proposal to the government in the early autumn.
According to last year's annual report on addictions, one in eight adults in Czechia drinks excessively at least once a week. As many as 1.3 million people over the age of 15 are risk-drinkers. Alcohol abuse is said to account for up to 7,000 deaths a year. The annual impact costs are estimated at around CZK 60 billion.
