    In his video address to both houses of the Czech Parliament on Wednesday, Ukrainian President Volodymyr Zelensky called for Ukraine to be granted European Union candidate status. He said the move would strengthen the European community and would also be an expression of support for European ideas and values, which in his view are currently under attack by Russia. Ukraine applied to join the EU in March shortly after being attacked by Russian troops on February 24, but the process of being granted membership can take years.

    Mr. Zelensky also thanked the Czech Republic for welcoming hundreds of thousands of refugees from Ukraine and for providing the country with weapons when they were most needed. He said that a struggle for the future of Europe is taking place, and that Russia would not stop at Ukraine if they were defeated. He used the phrase "We are with you, be with us" several times during his speech, echoing the words with which Czech Radio addressed the Czech people during the Warsaw Pact invasion of 1968.

    Prague Deputy Mayor Petr Hlubuček and businessman Michal Redl are among the 11 people accused of corruption and mismanagement of the Prague public transport company DPP. Mr. Redl also faces charges of illegal substance abuse. The accused were charged on Wednesday by police officers from the National Centre for Combatting Organised Crime (NCOZ).

    Detectives are carrying out investigations at around 40 locations in Prague, including Prague City Hall, the Czech Republic’s largest health insurance company, and the home of Mr. Hlubuček in Lysolajy, where he is also mayor. They have also closed DPP’s offices of the Board of Directors, the CEO, and the heads of the legal department and asset management. Mr. Hlubuček, who is a member of the supervisory board of the Prague transport company, is consulting the situation with a lawyer.

    The Senate almost unanimously approved tighter rules for the distribution of humanitarian support to refugees from Ukraine on Wednesday. The changes, which include an end to the CZK 5000 humanitarian benefit for refugees with free accommodation, food and basic hygiene products,  are intended to prevent so-called ‘benefit tourism’.

    Other changes include benefits being linked to permanent residence in the Czech Republic, and the time for which the state will cover health insurance for refugees being limited to a maximum of 150 days, with the exception of children and the elderly. The draft now awaits being signed into law by the President.

    The president of Ukraine, Volodymyr Zelensky, is due to speak to both houses of the Czech Parliament via video on Wednesday morning. Legislators will watch his interpreted address on big screens in the Chamber of Deputies and the Senate.

    Mr. Zelensky has spoken to many countries’ legislatures since Russia launched a war on his country in late February.

    Parents whose annual income last year did not exceed CZK 1 million are set to get a one-off state contribution of CZK 5,000 per child from August. Government legislation to that effect was passed by the Czech lower house under a fast-track procedure on Tuesday evening. The bill is aimed at helping families hit by rising prices.

    The move will cost the state around CZK 7.8 billion.

    A tornado reaching around 150 kilometres an hour was recorded in the Břeclav area in South Moravia on Monday evening, a representative of the Brno branch of the Czech Hydro-Meteorological Institute told the Czech News Agency.

    The mayor of the village of Lanžhot said around 30 houses had been damaged by the strong winds. The local fire service were called out around 40 times to deal with the effects.

    The governor of the South Moravian Region, Jan Grolich, has spoken out against plans to close an assistance centre for Ukrainian refugees in Prague later this week.

    Speaking on Czech Television, Mr. Grolich said the decision of Prague’s mayor, Zdeněk Hřib, to close the assistance centre was unsystematic, adding that shutting the busiest centres was not an option.

    The Prague authorities counter that there are four times as many refugees in the city per capita as in other regions. They say a system to move people to other parts of the country is not working.

    Mr. Hřib says he will call for a system of spreading refugees evenly around the regions in talks with Prime Minister Petr Fiala on Friday.

    A former soldier is suspected of murdering his four-year-old son and his wife before shooting himself. The incident occurred on Monday afternoon in Javornice na Rychnovsku in north-east Bohemia, news site Novinky.cz said. Investigators suspect family issues were the reason behind the killings.

    The 31-year-old suspect was a hunter and possessed several weapons at his home, including a shotgun.

    Locals told the news site that the suspect was a professional soldier who had just returned from a foreign mission.
