New rules aim to curb obstruction in Czech lower house
New rules governing the Czech Chamber of Deputies take effect on Tuesday, with the aim of limiting parliamentary obstruction. The changes introduce time limits for debates on proposed additions to the agenda. MPs with priority speaking rights will have up to 30 minutes, while other lawmakers will be limited to five minutes. The rules also extend the time available for final votes on legislation. On Wednesdays, third readings will now be possible until 7 p.m., instead of 2 p.m. Parliamentary obstruction will remain possible, however. The first session under the new rules is scheduled for next week.
