    The Czech pension insurance system ended the first quarter of this year with a deficit of 25.7 billion crowns, the biggest ever Q1 pension system deficit in Czechia, according to the Czech News Agency.

    The government has stated that the current pension system is unsustainable and wants to present proposals for its reform this month, including reducing the pension rate indexation. There is also talk of people in physically demanding professions being able to retire early with a full pension, while the retirement age may be raised for others.

    Pension spending has doubled over the past 15 years. About 30 percent of state spending will go into the pension system this year. A National Budget Council report on the long-term sustainability of public finances suggested that pension spending could reach almost 13 percent of GDP by 2050.

    The Czech Supreme Court has ruled that people are entitled to demand an official apology from the state for the extraordinary measures taken by the Ministry of Health during the Covid pandemic, provided they filed a lawsuit against the measures at the time. The emergency measures, which were later ruled to be illegal by the Supreme Administrative Court, restricted where people could go, limited the operation of a number of shops and services, and made the wearing of face masks and respirators mandatory.

    The new verdict comes from an appeal by a plaintiff in Jesenice, south of Prague, who sought compensation for the non-property damage caused by the measures issued by the ministry in 2021. The decision and any resultant claim for damages only applies to people who filed a lawsuit against the emergency measures within one month from the date the measure came into effect.

    The President of the European Commission, Ursula von der Leyen, arrived in Prague on Tuesday to meet with President Petr Pavel. The visit substitutes a meeting the pair were supposed to have in Brussels in April, which President Von der Leyen had to cancel due to the birth of her grandson. The two plan to discuss the EU's relations with the US and China, aid to Ukraine, and climate policy, among other topics.

    The 22nd edition of the international animated film festival Anifilm is getting underway in Liberec on Tuesday, with around 500 animated films on offer over the six days of the festival. Ten feature-length and 36 short animated films are competing in the main international categories this year, the results of which will be announced on Saturday. The film programme this year is dedicated to Japan, with the organisers promising iconic feature-length works such as Hayao Miyazaki's Castle in the Clouds, as well as new and old lesser-known gems.

    Foreign Minister Jan Lipavský is due to meet with his American counterpart Antony Blinken on Tuesday, the first full day of his diplomatic trip to the United States. The pair will discuss defence cooperation, further aid to Ukraine, energy security and cooperation in the Indo-Pacific region, among other topics. Mr Lipavský will also be speaking at the Hudson Institute, a conservative American think tank.

    A Labour Day meeting of the Social Democrats and Communists took place on Prague's Střelecký Island on Monday. The president of the Prague branch of the Communist Party, Marta Semelová, condemned capitalism, saying it led to poverty and war, and defended socialism in her party address.

    The gathering also drew a small group of anti-communist opponents. The group of around a dozen people held up anti-communist signs and Czech, Ukrainian, US and NATO flags, chanted "shame", and called for the outlawing of the Communist Party of the Czech Republic.

    A group of anarchists also held a Labour Day picnic on Střelecký Island, followed by a march in the afternoon through the centre to Štvanice Island, where a concert rounded out the event.

    Around 200 people took part in a so-called "Peace March" on Monday, organised by the 'Zachraňme náš stát' (Let's Save Our Country) protest movement. The participants gathered on Náměstí Republiky and set off at around 2 p.m. for the memorial in Vítkov, where they held a demonstration by the statue of Jan Žižka.

    The organisers stated that their goal is to connect the various movements that oppose the current government and to support peace negotiations in Ukraine.

    The Ministry of Health has proposed that donors' blood be tested more thoroughly for diseases such as HIV and hepatitis B and C, in order to widen the pool of who is allowed to donate blood, the Czech News Agency reported on Monday. The health ministry says that these tests are standard in Western European countries and would bring Czechia more in line with other EU countries.

    At the moment, there are several restrictions that preclude certain groups in Czechia from donating blood either temporarily or permanently, such as people who have suffered from certain illnesses in the past, for example, hepatitis or tuberculosis, people with certain chronic conditions, such as high blood pressure, and men who have sex with men. Health Ministry spokesman Ondřej Jakob said that the ministry expects a wider professional discussion will ensue on the assessment of sexual intercourse between men as a risky sexual activity that excludes them from donating blood.

    The Czech Republic is short of about 50,000 regular blood donors, according to data from the Czech Red Cross. If passed, the new decree would apply from July 1.
