Constitutional Court rules on party coalitions

The Constitutional Court has ruled that political parties and movements are free to decide whether to cooperate as “declared” or “undeclared” coalitions. The court dismissed complaints from the Volt Czechia party, which had challenged the legality of undeclared coalitions in parliamentary elections and sought to annul the registration of Stačilo! and SPD.

Both options carry advantages and drawbacks. Undeclared coalitions such as Stačilo! and SPD are subject to the standard 5% threshold for entry into parliament. Declared coalitions, like the Spolu alliance, face higher thresholds—8% for two-party coalitions and 11% for three or more parties. However, they benefit from state funding distributed among member parties, unlike undeclared coalitions, where funds go only to the party submitting the list.
