MPs want to make care of children in children's homes as close to normal family life as possible. An amendment to the law on institutionalized care, approved by the Chamber of Deputies, states that care providers should give priority to providing services in ordinary flats and houses rather than institutions, which the current legislation does not create the conditions for. This practice abroad shows that care in smaller units that resemble family life are beneficial for a child’s development. The children in such care are reportedly more balanced, self-assured, have a closer relationship with their caregivers, and are more independent and responsible. Care in flats and family homes also provides more opportunities to prepare for independent living, the explanatory memorandum says.
