    Before leaving for the European Council summit in Brussels on Thursday, Prime Minister Petr Fiala said at a press conference that ANO leader Andrej Babiš's calls to veto the EU's migration rules were nothing more than demagoguery and scaremongering. He reiterated that the proposal does not contain mandatory refugee relocation quotas, but rather corresponds to the long-term position of the Czech government on the issue of migration, including what Andrej Babiš had himself advocated for when he was prime minister.

    Leaders of EU countries are meeting in Brussels on Thursday and Friday to discuss topics including migration and how to limit the number of refugees coming to Europe. The draft migration and asylum rules were agreed upon by EU member states in Luxembourg at the beginning of June.

    President Petr Pavel appointed Marek Výborný as minister of agriculture at Prague Castle on Thursday. The former leader of the Christian Democrat party is replacing Zdeněk Nekula as head of the ministry. The nomination was welcomed by Prime Minister Petr Fiala, who said he is an experienced politician with moral integrity who will strengthen the coalition cabinet.

    This is the fourth cabinet lineup change since Mr Pavel assumed his position as head of state in March.

    The Czech government has agreed to a ban on Russian athletes and sports teams participating in sporting competitions on Czech soil, along with a similar ban on Czech athletes participating in competitions in Russia. The proposal was put forward by sports unions as a response to Russia's ongoing invasion of Ukraine, and was supported by the National Sports Agency and the Minister of Education Mikuláš Bek.

    Russian and Belarusian athletes have been barred from most international competitions since last spring. The Czech Olympic Committee is against any form of participation by Russia and Belarus in the Olympic Games in Paris next year. Two weeks ago, the committee proposed that Russian and Belarusian athletes competing in the tournament under a neutral flag must sign an oath condemning aggression against any UN member state by another.

    Advance ticket sales for the 57th Karlovy Vary International Film Festival opened on Thursday. Hundreds of people were queuing for tickets on Thursday morning, with some having arrived at the festival box office as early as noon on Wednesday. Queues for the two ticket offices stretched back for hundreds of metres, according to the Czech News Agency.

    The festival will be taking place from Friday 30 June to Saturday 8 July and will be offering 143 feature films and documentaries in its programme. This year's star guests include actors Russell Crowe, Ewan McGregor and Robin Wright.

    The Czech audio-visual industry achieved a record turnover of CZK 15.4 billion in 2022, surpassing so-far the best turnover of CZK 12 billion from 2021, the Audiovisual Producers’ Association informed in its annual report released on Thursday.

    Last year, incentives rose by a record CZK 570 million to CZK 1.37 billion, and this year the government has allocated CZK 1.4 billion in the budget of the Cinema Fund for incentives.

    However, incentives are currently on hold again and producers have warned it could lead to an outflow of foreign projects.

    Russia is deliberately undermining political, economic and social stability in Czechia and is a threat to security, according to the country’s new security strategy approved by the government on Wednesday.

    According to the document, cited by the Czech News Agency, China is challenging the international order, which has negative consequences for Euro-Atlantic security.

    The government also decided to place Russian billionaire business oligarch Vladimir Yevtushenko and his son Felix on the national sanctions list. According to Foreign Minister Jan Lipavský, they provided the Russian government with significant financial income.

    Hollywood star Russell Crowe, who is one of the main guests at this year’s edition of the Karlovy Vary International Film Festival, arrived in the West Bohemian spa town on Wednesday afternoon.

    Crowe, who is 59, will receive Karlovy Vary’s Crystal Globe for outstanding artistic direction to world cinema at the opening of the festival’s 57th edition.

    Czech doctors warn that the number of births carried out by a Caesarean section is likely to grow in the future due to the increasing obesity of mothers and the fact that women give birth later in life. At the present time, one in four births in Czechia are by C-section, which is up to four times riskier than natural childbirth.

    The number of caesarean sections in Czechia had been increasing since the 1990s, but it has stagnated in recent years. According to doctors, the number of obese people reached 28 percent in 2020, compared to 14 percent in 2000. More than half of women are currently overweight, and about a fifth are obese.

    The lower house of Parliament on Wednesday approved an amendment to the Road Traffic Act that will make it possible to drive a car from the age of 17, but only under the supervision of a mentor.

    The mentor must have held a driving licence for at least ten years, not lost it in the last five years and have no criminal record. The mentor will need to be registered with the authority, and each young driver will be allowed a maximum of four.

    The amendment still needs to be approved by the Senate and signed by the president.
